It addresses issues involved in moving from a test mode of operations with the Shuttle into an operations mode. The first run of reports consist of late 1970s management analyses of Shuttle operations. The documents culminate with a July 1982 briefing to the NASA Administrator on the Shuttle Processing Contract. The documents are arranged with a run of reports and presentations preceding a run of subject files and correspondence. The first three boxes contain reports and presentations organized by date. The final two boxes contain correspondence folders and are also arranged chronologically.
